The year 2015 was a key year for deepening reform comprehensively and the last year of the 12th Five-Year Plan. Under the strong leadership of the Fengxian District Committee and the District Government, the district focused firmly on solid development, sticked to innovative development and economic transformation mode. The district effectively promoted the improvement of people’s living standards and the coordinated development of social undertakings. The district’s economic turnaround gradually strengthened, social undertakings gained progress and people’s living standards continually improved by centering on the overall development plan set by district committee and 56 key works set by district government.
The District Economy keeps stable and healthy development.
The district’s total value-add reached 68.58 billion yuan (US$10.55 billion), an increase of 5.1%. The industrial structure has been kept improving. The added value generated by the primary industry was 1.7 billion yuan, an decrease of 4.2%. Value-add generated by the secondary industry reached 38.62 billion yuan, up 2.6%, composing -65% of the total added value. Tertiary sector’s value-add climbed 9.8% to 28.27 billion yuan, composing 166.9% of the total added value. The added value of the primary industry was 2.5% of total added value, down 0.1 percentage point compared to last year. The added value of the secondary industry was 56.3% of total added value, down 3.2 percentage points compared to 2014. The added value of the tertiary industry was 41.2% of total added value, rising 3.3 percentage points compared to last year.
Fiscal revenue enjoyed a stable increase.
The district fiscal revenue for 2015 was 26.488 billion yuan, up 10.2% compared to the previous year. Among them the district-level local fiscal revenue increased by 10.9% to 8.489 billion yuan. The tax revenue for the year was 24.772 billion yuan, up 10% compared to the same period last year, of which value added tax was 11.896 billion yuan, an increase of 13.9%, while turnover tax was 3.197 billion yuan, up 13.8%. Individual income tax was 2.522 billion yuan, up 23.7% and business income tax was 5.033 billion yuan, dropped by 3.8%. Fiscal expenditure in 2015 was 16.818 billion yuan, an increase of 10.8% compared to the previous year, of which public service expenditure was 525 million yuan, 2.3% drop compared to the same period last year. Education expenditure was 2.268 billion yuan, a decrease of 9.5% annually, while the social security and employment expenditure was 854 million yuan, down 11.0% annually. Medical and health care expenditure was 922 million yuan, an increase of 19.6% annually and expenditure on agriculture, water and forestry was 878 million yuan, up 14.9%.
Investment in fixed asset enjoyed a stable growth.
The total value of the social investment in fixed assets for the year was 29.2 billion yuan, an increase of 0.4% compared to the previous year, of which 45 million yuan was in the primary industry, up 400%. The secondary industry received 9.35 billion yuan, all industrial investment, a decrease of 17.7% annually, composing 32% of the total value of the investment in social fixed assets, which was 6.0 percentage points higher than 2014, among them 14.62 billion yuan were in real estate industry, up 15.3% while 28.7 billion yuan was injected into infrastructures, up 25.9% annually.
The agricultural structure was well adjusted.
The total output value of the agriculture in 2015 was 4.16 billion yuan, down 4.2% compared to the previous year. The output value of crops was 2.21 billion yuan, dropping 4.5% compared to the same period the year before; the output value of the forest industry was 190 million yuan, soaring 146.5% annually; the output value of animal husbandry was 1.03 billion yuan, down 5.3 percent; and the output value of the fishing industry was 580 million yuan, down 19% annually; the output value of service industry of agriculture, forestry, animal husbandry and fishery farming was 140 million yuan, up 3.8% annually. The proportion of crop output, forest industry, animal husbandry industry, fishery industry and service industry was 53.2:4.6:24.8:14.1:3.3.

We made a solid progress in developing new operation bodies.
Our district added 175 grain family farms. So far there are altogether 344 such farms with total area of 51,600 mu. There are 651 farmer’s cooperatives registered with industrial and commercial administration. Among them 22 are national level demonstration cooperatives, 4 municipal level leading cooperatives, 61 municipal level demonstration cooperatives (34% of the total in municipality) and 81 district level demonstration cooperatives. Fengxian has 3 national level, 8 municipal level and 16 district level key agriculture leading enterprises.
We steadily strengthened the construction and governing of rural ecological environment.
In Fengxian planted 11,046 mu of trees, and the total forest coverage ratio reached 12.39% in the district. Fengxian stopped or dismantled 624 pig farm houses, among them 256 were dismantled. The total area of dismantled pig houses amounted to 296,600 square meters, which equaled to 704.96 mu of land returning to ploughing. The number of live pigs was reduced by altogether 304,800, which was 76.6% of the target for three years. The number of productive sows was reduced by 15,220, accounting for 76.1% of the three-year target. The renovation of farm houses has been completed, dismantling altogether 7,580 farm houses with total area of 625,800 square meters, fulfiling the 100% of both targets. The number of migrant workers was reduced by 18,407, or 80.3% of the target.
We achieved progress in deepening of rural area management and reform.
In Fengxian 150 villages have finished the reform on village level collective economics property rights system. Altogether 199,400 mu of land have been circulated, accounting for 60.7% of total commissioned area. 3,685 circulating contracts were signed. 180,900 mu circulated land were included on land information management platform, accounting for 55% of commissioned area. Land circulating gave a strong push on scale operation. The scale operation on rice reached 91,000 mu, accounting for 65.9% of total rice planting land.
III. Industry and Building Industry
Industrial production gained at a slow yet stable pace.
The industrial value-add of the year reached 35.36 billion yuan, an increase of 2.5% annually. The gross industrial production reached 173.23 billion yuan, a drop of 6.7%. The gross industrial output value of enterprises above the designated size reached 150.71 billion yuan, a decrease of 6.7% compared to last year, accounting for 87% of the gross industrial output value of the whole district. The output of the largest 100 enterprises reached 83.58 billion yuan, 0.2% lower than 2014, which was 6.5 percentage points lower than average drop. It was 55.5% of the gross industrial output value of enterprises above the designated size, 1.5 percentage points higher than a year ago.
The performance of key industries differed dramatically.
The gross industrial output value of enterprises in 8 key industries above the designated size reached 82.24 billion yuan, dropping 6.4% from a year ago, which was 0.3 percentage points lower than average. It accounted for 54.6% of the gross industrial output value of all enterprises above the designated size. In 2015, only one key industry increased while the rest 7 key industries suffered decreases. The new energy industry soared by 64.4%, the automobile component and electronic information industry kept one digit decrease of 0.9% and 5.8% respectively, while the rest five key industries suffered two-digit losses.
The industrial economic result was shrinking.
In 2015, the main business income of enterprises above the designated size reached 154.24 billion yuan, a decrease of 4.1% compared to last year. The total profit was 9.57 billion yuan, dropping 9.4% from the same period a year ago. The number of enterprises in red reached 234, rising 35.3%. The number of enterprises in red accounted for 21% of total number. The total loss of the enterprises in red reached 2.05 billion yuan, rising 0.2%.
The industrial transformation has made solid progress.
The management of life cycle management on land has been deepened. A comprehensive evaluation standard on the performance of industrial enterprise has been introduced. The second round development of industrial (service industrial) land has been pushed forward as well as classified management on enterprises. The evaluation of the performance of 12,104 enterprises has been completed. And Dingfeng Brewing and Shenneng Power Plant were relocated. The developement of key areas, including Jianghai Industrial Zone, Xinghuo Development Zone, has been pushed forward in an orderly manner. The district kept improving industrial level by supporting Shenneng Thermoelectricity and Xiexing Integrated. Fengxian actively constructed Oriental Beauty Valley, attracting hairdressing, skincare, perfume, healthcare, biomedicine industries. Several famous enterprises at home and abroad joined the development of the valley.
The output value of construction industry dropped significantly.
The construction value-add of the year reached 3.26 billion yuan, an increase of 3.9% annually. There are 193 general contractors and professional contractors with qualification in construction industry in the district. The total output of the industry reached 12.61 billion yuan, down 12.8% year-on-year. Among them, the output of construction projects was 11.07 billion yuan, dropping 13.1%. The output value of installation projects was 1.17 billion yuan, slidding 15.2%. The production value of completed projects reached 7.7 billion yuan, edging down 2.8%. The construction area dropped 0.8% to 8.661 million square meters. And the completed construction area dived 29.8% to 1.724 million square meters.
IV. Domestic Commerce
Consumer goods market prospers.
The total value of the retail sales of consumer goods was 44.57 billion yuan, an increase of 12.0%. The retail sales value of food was 9.66 billion yuan, an increase of 12.8% annually; the retail sales of clothes was 5.52 billion yuan, an increase of 10.4% annually; the retail sales of consumables jumped 16.8% annually to 18.46 billion yuan; and the retail sales of flammables was 6.3 billion yuan, 0.4% percent lower than the previous year. The output of state-owned, collective, private and other sectors of economy reached 890 million yuan, 4.97 billion yuan, 18.39 billion yuan and 15.69 billion yuan respectively. Sales revenue from the wholesale and retail industries was 31.16 billion yuan, an increase of 11.9% annually. Revenue generated by the accommodation and catering industries was 6.81 billion, an increase of 6.2% annually.
New retail forms had solid development.
In Fengxian large supermarkets, convenience stores, franchise stores and shopping centers mushroomed. Some famous chain operation enterprises including Sinopec, PetroChina, Suning Home Appliance, Yongle Telecoms, RT-Mart and Powerlong. Chain operation enterprises can be found in more than 10 industries, including food, medicine, gasoline and catering. The total retail sales of 61 chain operation enterprises in the district reached 6.458 billion yuan, more than half of the total retail sales in 2015. It accounted for 14.5% of total retail sales of consumables, and the contribution rate was 2.9%.
The sales of commodities showed stable growth.
The added value of wholesale and retail for the year was 7.52 billion yuan, an increase of 9.2%. The sales value of commodities for the year reached 136.82 billion yuan, an increase of 10.1% annually. At the same time the trade volume at wet markets in urban and rural areas was 4.63 billion yuan, up 12.9% annually.
V. Transportation, Postal and Tourism Industries
Transportation, storage and postal industries enjoyed stable operations.
The annual added value for transportation, storage and postal industries reached 2.18 billion yuan, an increase of 9.6%. In Fengxian the courier service delivered 46.729 million parcels, soaring 57.4% with a trade volume rising 32.7% to 373 million yuan. The turnover of postal service reached 152 million yuan, rising 21.2%. The delivery volume dropped 7.8% to 40.06 million parcels. The delivery of newspapers and magazines dropped 2.1% to 23.78 million.
“Sea and agriculture special tourism” is gradually upgraded.
Fengxian actively pushed forward the branding of the district, kept promoting its regional tourism and renovating its tourism products. The district has kept the sustainable development of its tourism brand with key on sea and agriculture. A total of 8.522 million tourists were received in 2015, up 4.0% annually with revenue of 3.266 billion yuan, up 5.4% annually.
VI. Financial Industry
The financial industry enjoyed stable growth and stock transactions surged first and flattened later.
The added value of the year of the financial industry reached 3.64 billion yuan, up 16.1%. By the end of the year, there were 24 bank branches and 141 outlets, of which 4 were newly added. There were 9 securities firms in the district. By the end of the year, the balance of the district’s deposits was 121.98 billion yuan, up 6.7% compared to the beginning of the year. The balance of loans was 93.88 billion yuan, up 5.9% compared to the beginning of the year. The stock market was volatile in the year. The total volume of security dealings was 558.57 billion yuan, soaring 230.2% annually. The volume of A-shares transaction was 475.61 billion yuan, jumping 276.3% annually.

VII. Foreign Economy and Non-public Economy
Foreign trade volumes dropped slightly.
The total volume of imports and exports was US$10.72 billion, down 6.2% compared to the previous year, of which the total volume of export was US$6.65 billion, down 9.0%; the total volume of import was US$4.07 billion, down 1.3%. The export volume of enterprises with foreign investment was US$4.31 billion, down 8.5%, composing 64.9% of the total export volume. The export volume of mechanic and electronic products was US$2.48 billion, down 8.6%. Seeing from the trade method, the export volume of general trade was US$3.64 billion, down 5.5 percent; the export volume of processing trade was US$2.71 billion, down 15.1%; the export of other trades was US$300 million, up 15.0%. The volume of export to Japan was the largest and that to Asia, North America and Europe ranks top in trade volumes.

Investment attraction structure has been optimized.
There were 261 newly approved foreign direct investment projects in 2015, up 19.2% over the previous year; contracted foreign capital was US$610 million, generally equals the previous year; capital which was actually used was US$320 billion, down 11.5% compared with the previous year.
Contracted foreign capital structure has been optimized. The secondary industry attracted foreign investment of US$210 million, comprising 34.4% of total foreign investment used by newly approved contracts. Tertiary industry absorbed US$400 million, representing 65.6 percent of total foreign investment used by newly approved contracts. Nine FDI projects with an investment value of over US$5 million each were approved with a total contracted value of US$440 million, comprising 71.9% of all newly approved FDI projects. The top three countries and regions that invested in Fengxian were Hong Kong (60), Taiwan (45) and the United States (20).
“Thousand Talent Plan” has guided the industries in the district to restructure and upgrade.
By the end of this year, the startup park has 74 new projects, including 30 projects of National Thousands of people plans (attracting seven of them in 2015), 14 projects of regional Thousands of people plans (attracting four of them in 2015), 28 overseas high-end talents projects (attracting 12 in 2015) as well as the district is following 24 projects closely. These projects are 31 biomedicine projects (attracting 10 in 2015), 13 high precision manufacturing projects (attracting three in 2015), seven new material projects (attracting one in 2015) and seven IT projects (attracting four in 2015).
Non-public economy contributed better to the economy.
Among the district tax revenue, private enterprises contributed 37.0% in 2015; foreign invested enterprises contributed 28.6%. Hong Kong, Macao and Taiwan contributed 6.1%. By the end of 2015, there were 170,600 registered private enterprises in the whole district, an increase of 32.5% compared to the previous year, of which 42,000 were newly added, up 23.1% annually. Private enterprises contributed taxes of 9.17 billion yuan, up 10.5% compared to the same period a year before. Foreign invested enterprises above designated size as well as enterprises invested by Hong Kong, Macao and Taiwan above designated size completed output of 67.91 billion yuan and private enterprises above designated size completed output of 62.10 billion yuan, each representing 45.1 percent and 41.2 percent of industrial enterprises above designated size.
Business and trade attraction three-year action plan has been under smooth progress.
The district has added 21,000 projects of business and trade generating taxes, a 41.6 percent increase compared with previous year. Business and trade companies generated 10.637 billion yuan of tax revenue, an 19.8 percent increase annually, accounting for 42.9 percent of the whole district’s tax revenue, 3.5 percentage points higher than last year, completing the second year targets of the three-year action plan.
VIII. Urban Infrastructure and Real Estate
We made new progress in urban and rural infrastructure construction.
Twenty-seven city and district road infrastructure construction projects were under construction with a total investment of over 39.6 billion yuan. Jinhai Road S., Nangang Road and Jinhuigang Bridge have started construction. Projects such as Jinhai Road M. and Puwei Highway have been under busy preparation. The district is sparing no efforts to build the Metro Line 5’s Fengxian section and four underground stations such as Wangyuan Road station and Huangcheng Road E. have been under smooth construction. Hongmei Road S.-Jinhai Road Cross River Tunnel has been dug through and BRT project in the district has been decided with construction modes and major constructors. The district has been continuing to optimize public bus network, adding six bus lines and adjusting 13 existing bus lines. In the rural areas the renovation of the dilapidated bridges and road construction were accelerated.
The district constantly improved services to the public.
The district’s daily supply capacity of tap water reached 550,000 cubic meters in 2015. Water consumption was 103.14 million cubic meters, of which water for household use was 32.53 cubic meters and industrial use was 40.61 million cubic meters.
The district power consumption was 7.47 billion kilowatt-hours, generally the same as previous year, of which greater industrial power consumption was 5.22 billion kilowatt-hours, a slight dropping, and household power consumption was 770 million kilowatt-hours, an increase of 11.2 percent. Till the end of the year, the length of natural gas pipelines in the whole district was 976 kilometers, up 8.6% annually.
The natural gas consumption of the year was 93.6 million cubic meters, up 6.3%. The number of households using natural gas was 150,000, up 12.3% annually. The liquid gas consumption in the whole district was 26,000 tons, down 3.3% annually.

The real estate market is gradually warming.
The value-add generated by the real estate sector reached 3.22 billion yuan in 2015, up 9.8% over the previous year. The total investment in real estate development was 14.62 billion yuan, up 15.3% annually. Floor space under construction was 8.076 million square meters, up 9.1%, of which newly started space was 1.85 million square meters, up 37.8%; floor space completed was 982,000 square meters, up 57.0%. The real estate market warms up, sold space of commercial buildings reached 988,000 square meters, down 6.9% and the lowering is 30.8 percentage points less than previous year; the total area of residential space sold was 888,000 square meters, down 7.1%, the lowering is 30.5 percentage points less than previous year. The sales volume of commercial buildings was 16.21 billion yuan, up 33.7%. The amount of vacant space in commercial buildings was 730,000 square meters, up 16.8%.
IX. Education, Science and Technology
Educational undertakings achieved a healthy development.
The district has 234 all types of education institutions. There were 160 basic education institutions, 62 secondary education institutions and six higher education institutions including private ones without diplomas as well as six other types of education institutions.
Of basic education, the kindergartens in the whole district have 26,487 children and 1,824 staff; primary schools have 40,728 students and 2,602 staff; the district has 21,685 junior high students with 1,835 staff; the district has 5,936 high school students and 593 staff.
Education resources layouts have been optimizing.
The district completed Jinshuiyuan Middle School, Yuxian Primary School, relocated Zhelin Kindergarten, completed Jiangsi No.1 Primary School’s Siyan Campus’ construction, promoted Eddie International School construction and attracted Paddington Bilingual School.
The district has been actively implementing the education comprehensive reform pilot zone project.
It set up five school district groups namely Experimental School (Experimental School-Yuxian Primary School), Nanqiao Primary School (Nanqiao Primary School-Hengxian Primary School), Yuxiu Experimental School (Yuxiu Experimental School-Jiangshan Primary School), Experimental Middle School (Experimental Middle School-Affiliate middle school to the Education Institute) and Huixian Middle School (Huixian Middle School-Guhua Middle School). The five groups has preliminarily realized sharing of administration, education resources, teachers’ teams and hardware within groups. The zone has set up a system to support, guide, evaluate, promote and award these groups to promote quality education to develop in balanced way.
The district started construction of small and medium companies innovation zone to train companies to be the main players of innovation.
Companies in the district acquired 225 project approvals on above municipal science and technology projects, receiving supporting fund totlaling 13.54 million yuan. 12 companies were awarded with scientific and technological little giant awards. Additional 75 companies have received high-tech companies status, adding up the total to 432 in the district. 65 projects have been listed in the city’s science and technology small and medium companies innovation fund support program, receiving a total of 8.3 million yuan. Two projects have been listed into Shanghai’s agricultural fruits industrialization projects, receiving 800,000 yuan. Intellectual property rights and protection have been enhanced. The district received 3,783 patent applications in 2015, including 929 invention patents, 2,292 utility models and 562 appearance patents. 2,472 patents received licensing, including 241 invention patents, 1,847 utility models and 384 appearance patents.
District and University merging have been carried out smoothly.
“Three ones” are carried out smoothly with Shanghai Jiao Tong University and Fengxian Jiao Tong University Industry, Industry and research cooperation promotion center have been operating smoothly, having reserved more than 30 projects for investment. Jiao Tong University’s Nanqiao High-tech Park attracted 17 companies, relevant to fields such as electronics, new materials production and special equipment. Science and technology innovation investment fund has been implementing founding fund company, preparation and fund-raising for the fund. The district has collected 82 corporate demands including 17 projects receiving grants from Shanghai Municipal Science and Technology Innovation Promotion Association’s alliance project plan, topping in all Shanghai’s districts and counties. The district promoted district government to ink agreements with Shanghai Science and Technology Association to promote deep cooperation between the district and all associations and societies, academicians and experts. The district has set up one academician expert service center and seven academician expert work stations in 2015. The district now has two such centers and 11 such stations, attracting 11 academicians and 48 experts, among the first-class level in the city.
Zhangjiang Fengxian Park’s functioning demonstration zone has been progressing smoothly.
The district received 9 Zhangjiang projects with total fund support of 20.14 million yuan. The park generated industrial gross output of 35.674 billion yuan, tax revenue of 4.15 billion yuan, earning US$1.304 billion foreign currency through exports, gaining net profit of 4.169 billion yuan and securing fixed assets investment of 2.487 billion yuan. The district also has two bases namely Shanghai Smart Grid industry innovation base and Shanghai New Medication creation service industry innovation base receiving pilot policies from the municipal level authorities as the “four new” bases.
X. Culture, Hygiene and Sports
Radio, television; new and traditional media integrate and develop together.
In line with district Party committee and district government’s major task to carry out “Three Strict and Three Steadies” education, launch Pioneer of Fengxian series activities to consolidate the construction of civilized city. Twenty five series reports were made including “governor and I face to face,” “good people around us” and “our festival.” The annual TV broadcasting time reached 5,390 hours. District radio station provided 4 hours of broadcasting everyday or 5,840 hours last year. The number of news reports through TV or radio broadcast reached 10,700. Seventeen local news stories were aired at different time on China Central Television news channel. WeChat and platforms and government micro blogs like “love to know Fengxian” were with their influence expanded. The column “governor and I face to face” published topics through new media and attracted more than 17,000 readers. It received 1,700 online votes. To cooperate with Kankanews.com beneath Shanghai Media Group to launch two online columns Fengxian News and Fengxian Topics.
Public cultural activities with obvious brand effect
Fengxian held mass cultural activities during 2015 Culture Day and the 17th Shanghai International Arts Festival and took part in cultural exchanges like Yangtze Delta Rolling Lanterns Festival and Shanghai Spring Gala. Fengxian held the first Shanghai Opera Festival and the memorial concert of folk musician Sun Wenming. Fengxian held activities including the fifth Fegnxian Reading Festival, juvenile piano contest and national student calligraphy contest. Traditional cultural brand “Qunwen Song of Four Seasons” was included in the demonstration projects of national public culture service system by the Ministry of Culture. Fengxian held 1,309 cultural activities of different kinds and attracted audience of 1.124 million.
The construction of cultural service is improving.
Fengxian built cultural centers at Daju community in Xuliqiao, Jinhai community and Haiwan Tourism Zone community in 2015. By the end of the year, the district had 13 cultural centers under normal operation. The number of visits to district library reached 1.78 million in 2015. the number of books and magazines in circulation reached 5.38 million at the same time. A total of 9,836 readers including 709 juveniles, subscribed to become member of the library. Cinemas around the district aired 47,000 screenings with 1.59 million of audience in 2015. They pocketed in 5.95 million yuan in total. Fengxian had 181 digital screening spots in rural areas with 4,573 showings aired in 2015 which attracted 199,000 audiences. Fengxian had nine film projection teams which served public 1,045 screenings for free in 2015 and attracted 298,000 audiences. Fengxian set up Qunxian Club providing culture and art saloons for free. The club launched 11 classes offering 312 lessons for culture and arts education in 2015 which attracted 2,548 people.
We had our medical and health service capability further improved.
By the end of 2015, the district had 262 health and family planning institutions of different levels. Among them, there were 11 hospitals, 237 grassroots medical facilities, eight public health agencies and six other health facilities. Medical institutions around the district had 5,306 beds. Among them, 4,866 belonged to public medical institutions and 440 were at private hospitals and clinics. The district had 6,470 health workers, among them 5,161 were health technicians including 2,039 licensed doctors and 2,129 registered nurses. Medical institutions around the district served 5.92 million patients through outpatient and emergency treatment, up 4.2% from a year ago. A total of 84,100 patients were discharged from hospital, up 2.3% year-on-year. Physical examinations for military recruitment, graduation, workers and drivers involved 108,300 person-times. Ambulances were dispatched 16,000 times and rode 372,200 kilometers. Non-remunerated blood donation involved 12,700 person-times and fully covered clinical blood use in 2015.
The reform of public hospitals proceeded steadily.
Fengxian built referral system among hospitals belonging to the same medical syndicate and set up liaison to serve patients through referral system or medical consultation. Fengxian hospitals open green channels to refer patients in critical situation. Community health centers referred 31,900 patients to district leveled hospitals. District leveled hospitals sent back 1,237 patients to community health centers. Fengxian has built smart medical center platform and served nearly 50,000 patients in 2015. Fengxian promoted high quality nursing service which covered 89.98% of clinical practice.
We further improved community health service.
Fengxian launched a new round of comprehensive reform on community health service to consolidate and enhance the result of building demonstrated community health service institutions and demonstrated community health service institutions featuring traditional Chinese medicine. Nanqiao Town Community Health Center was honored “Township health center with people’s satisfaction.” Fengxian increased 40 village health rooms to promote and demonstrate traditional Chinese medicine technology. A total of 353,100 people joined family doctor service scheme. Fengxian carried out regular health management for special groups of people like those who had diabetes or high blood pressure or pregnant women or kids. It involved 192,600 people. Fengxian provided free medical check for people above 65 and served nearly 50,000 of them in 2015. Fengxian promoted the integration of medical service and nursing service for elderly people. It set up a team of medical experts to serve elderly people and let all the 29 nursing homes to reach deals with community health centers for geriatrics service.
We further accelerated the pace of sports facilities construction.
Fengxian built four gymnasiums, 11 fitness trails and a stadium working both day and night in 2015. The district had 537 fitness spots, 23 community public sports field, 194 fitness facilities for local farmers, 36 fitness trails, 15 gymnasiums, three swimming pools and a stadium working both day and night. Fengxian had 2.58 million square meters of sports field or 2.24 square meters per person.
We continued to consolidate amateur sports training for juvenile.
We sent three seeded players to top-tier and 18 to second-tier in 2015. We had five Level A athletes, 15 Level B athletes and 18 Level C athletes. We had 20 sports schools, nine town level youth teams, seven state level youth clubs, three second-tier training programs and nine city level sports schools. The district signed with four private businesses to carry out six training programs, increased two training spots for basketball, soccer and volleyball and three cit-level youth clubs. Fengxian players were awarded gold, silver and bronze medal each at the first National Youth Games. Archers from Fengxian acquired three gold medals and one silver medal at National Archery Olympic tournament. Fengxian was Shanghai stop of National Youth Tennis Tournament U12/U14.
We carried out extensive mass fitness programs.
Fengxian hosted New Year Run, the opening ceremony of China Chikung exhibition tour, Shanghai International Kite Game during the 7th Shanghai International People's Sports Festival and the countryside track and field of 8th Shanghai Rural Games. Fengxian players acquired 38 awards during the rural games. Fengxian players took part in the final of the 2nd National Contest of Social Sports Instructor and received four second prizes and six third prizes. Fengxian players topped Xiamen stop of National Kite Game and Wuhan International Kite Game and received award for best morals and customs as well as best look. Fengxian was a stop of Cable Skiing World Cup, Cross China Championship and hosted equestrian event and half marathon in 2015. The district held more than 260 sports activities with more than 300,000 participants.
XI. Population, Employment, People’s Lives and Social Security
Population remained stable with a slight decline.
By the end of 2015, the number of households in the district was 200,500 and population with permanent residence registration was 528,500 － 1,561 more than the previous year, of which the nonagricultural population was 361,200 composing 68.3% of the total population registration, 4,072 people more than the previous year.
The newborn population with permanent residence registration was 3,328, the birthrate was 6.3‰; the number of the dead was 4,131, the mortality rate was 7.8‰. The natural population growth rate was -1.5‰, the life expectancy of the population with permanent residence registration was 82.75 years, 0.47 years longer than the previous year. Among them, the life expectancy of male was 79.81 years, of female was 85.65 years. By the end of 2015, population of residents in the district was 1.16 million, declined for the first time or 0.7% lesser than the previous year, of which, the population of migrants was 599,300, accounting for 51.7% of the total residential population, down 0.4% from the previous year.
We actively promoted employment generation.
A total of 32,205 jobs were created all year round; 4,857 unemployed people were registered, within the scope of 6,000 people regulated by the city government; 517 entrepreneurial organizations were successfully supported which hired 2,585 people; occupational training program involved 21,000 people. The district is becoming an innovative city.
We steadily improved the income or urban and rural residents.
According to the survey of urban and rural households, the average income of residents in the district was 33,062 yuan, up 9.0% from the previous year. The average income of rural residents was 22,988 yuan, up 10.0% from the previous year. The per capita consumption expenditure of residents in the district was 20,150 yuan, up 7.4% from the previous year. The per capita consumption expenditure of rural residents in the district was 14,612 yuan, up 8.6% from the previous year. The average family durable consumer goods owned per 100 households: 26 automobiles, 155 air conditioners, 204 mobile phones and 64 computers. The amount of durable consumer goods owned by every 100 rural households: 12 automobiles, 128 TV sets, 60 wash machines, 39 water heaters, 176 mobile phones, 62 air conditioners and 40 computers. The average housing space for residents in the district is 43.3 square meters by the end of the year. The average housing space for rural residents in the district is 50.1 square meters at the same time.
We achieved the goals of housing security.
Fengxian provided rend-subsidies to 86 more households who lived in low rent apartment, home accessories to 21 more households who lived in low rent apartment and covered all the households who should be insured. Fengxian completed picking and contract signing of joint-ownership homes 2,014 times. A total of 122 families found their new homes. Fengxian kicked of construction of 780 sets of public rent apartment. The implementation rate was 195%. Fengxian completed the construction of 1,905 sets of public rent apartment for supply. The implementation rate was 100%. Fengxian kicked off construction of 4,967 homes for people who had their land acquired. The implementation rate was 382%. A total of 2,934 homes of such kind had their construction completed. The implementation rate was 128%. Fengxian supplied 2,100 homes of such kind. The implementation rate was 104%. Fengxian completed the disposal of 111,450 unsafe buildings (including the renovation of 15,400 square meters of public apartment) and the renovation of 212,700 square meters of old houses. The district had signed 35 projects of indemnificatory apartment involving 2,805 sets or 222,900 square meters.
We further expanded the scope of social insurance.
Fengxian continues to carry out Law of Social Insurance and promote online application. By the end of 2015, units participating in the urban social insurance were 33,497. Population participating in the urban social insurance was 433,400 (including 60,600 retired people), up 3.0% from the previous year. The population of workers participating in the urban pension fund and urban medical insurance scheme was 372,800. The population participating in the unemployment insurance scheme was 204,700. The population participating in the maternity insurance scheme was 204,200. The population participating in the work-related injury insurance scheme was 364,700.
We steadily improved the social pension security level and its coverage for urban and rural residents.
Fengxian completed the annual adjustment of pension standard for elderly people participating in the insurance for urban and rural residents or participating in the land acquisition pension scheme. From January 1, 2015, the monthly basic pension for elderly people participating in the insurance for urban and rural residents had an increase of 120 yuan. The insurance for urban and rural residents covered 55,726 people and paid them 812 yuan every month. Elderly people participating in the land acquisition pension scheme received 1,350 yuan every month. Fengxian expanded its pension schemes to people not insured. A total of 37,961 people have joined insurance for urban and rural residents. The coverage rate of insurance for urban and rural residents was 99%. Fengxian steadily promote the reform of small town social security scheme and strengthen the implementation of social security for people who had their land acquired. By the end of 2015, 67,400 people received small town pension monthly, up 2.7% from the previous year. A total of 94,000 people participated in the New Rural Cooperative Medical System. The coverage rate for people who should be insured by the scheme was 100%. NRCMS compensated 1.59 million person-times with the total value of 234.419 million yuan.
We constantly undertook social assistance program.
In the year of 2015, 40,894 residents in urban areas received the minimum living allowance, bring the total value of allowance paid to 24.662 million yuan; and 12,361 residents in rural areas received the minimum living allowance, bring the total value of allowance paid to 6.591 million yuan. At the same time, 8,610 needy families received financial aid, 4,782 patients received medical aid, the total value of financial aid reached 13,93 million yuan.
We continually strengthened the construction of welfare facilities for senior citizens.
By the end of 2015, population of people whose ages above 60 reached 153,000, accounting for 28.9% of the population of permanent residents. The district has 30 nursing homes with 5,377 beds which may serve 3.5% of elderly people with permanent residence.
XII. Environmental Protection and Public Security
We worked hard to build a model district in environmental protection and implement the three-year plan of environmental protection.
We have completed 165, or 92%, of the 180 projects for building a model district in environmental protection. Of the 97 projects (including 53 city-level ones) for the sixth round of three-year plan of environmental protection, 96 projects (including 53 city-level ones), or 99 %, were started and seven projects (including four city-level ones), or 7%, were completed. Air quality in 70.7% of the days in 2015 was at an acceptable level, the same as the municipal rate and ranking fifth in the city. The yearly average PM2.5 density was 54 micrograms per cubic meters, 1 microgram per cubic meter higher than the municipal average and ranking fifth in the city.
The environmental protection plan goes on smoothly.
According to the clean air action plan, 529 small and medium-size coal or heavy oil burnt boilers were replaced by clean energy or restored and 689 small stoves for business were closed. Treatment schemes for 21 key enterprises that discharge VOCs were generally completed. Treatment schemes of 19 enterprises were approved by municipal-level experts and 15 enterprises finished comprehensive treatment. The action plan to prevent and treat water pollution was launched and promoted the last batch of projects of reduce pollution emission during the 12th Five-Year Plan.
We worked harder to reduce construction land.
We drafted an additional plan to the guideline to reduce collective construction land in the district. It is planned to reduce 297 hectares in the year and 394.2 hectares was targeted, 132.7% of the yearly plan and buildings on 260 hectares have been removed.
We steadily strengthened afforestation and environmental hygiene.
We are carrying out 37 afforestation projects with a goal to build five gardens, eight green spaces and 20 green corridors. So far, five projects, including Huancheng Road E., Huancheng Road N., Jianghai Road extension boulevard, greenery project of bridge piers on Fengxiu Road and green space at Wuqiao, have been completed. 83 hectares of green spaces were increased, including 20 hectares of public green spaces. The green coverage rate reached 28.85%. Four boulevards with a total length of 6.5 kilometers, including Huancheng Road N., Jianghai Road, Huancheng Road E. and Nanfeng Highway, were built. We finished 4,300 square meters of rooftop greenery projects and 8,700 square meters of vertical greenery. The garbage is separated for collection, transport and treatment. The district has 11 facilities in operation to treat wet garbage with 96.2 tons of wet garbage treated daily and 670 tons of domestic wastes were reduced per day. The district opened 48,000 green accounts and built 60 communities that met the garbage separation standards.
We effectively managed the safety and security.
In the year 2015, the number of the deaths in industrial, mining and trade accidents was under control. A total of 13 worksite accidents happened with 15 people dead, one more than the previous year.
A total of 11,585 criminal cases were investigated in the district in 2015 and 11,631 traffic accidents took place, 276 fewer than the previous year, with 56 dead and causing economic losses of 363,100 yuan. The number of fire accidents dropped drastically to 164 in the year, down 14.1%, with one dead which was one fewer than the previous year and causing economic losses of 2.08 million yuan.
