Guo Fang

Director of Fengxian District

Guofang is a female Han Chinese born in October 1970 in Shanghai and a native of Dehua County, Fujian Province. She is a Communist Party member and started working in July 1992. She is a college graduate with a bachelor’s degree in public management and has professional titles of accountant and economist. After graduating from Renmin University of China in July 1992, Guo has worked as an office clerk of Shanghai Songjiang County Business Administration Office, deputy director of Songjiang County State-owned Assets Management Office, deputy director of Songjiang District State-owned Assets Management Office, deputy director of Songjiang District Bureau of Finance, Songjiang District Party Leadership Group Member, deputy Party secretary, town head and president of the People's Congress; of Xinbang Town, deputy director of Huangpu District, a standing committee member of the CPC Putuo Committee, director of Putuo District United Front Work Department, vice chairman of the CPPCC Putuo District Committee, a standing committee member of the CPC Xuhui Committee, director of Xuhui District United Front Work Department, Party secretary of Xuhui District, Party secretary and deputy director of Shanghai Municipal Environmental Protection Bureau, Party leadership group secretary and deputy director of Shanghai Municipal Bureau of Ecology and Environment, and deputy Party secretary and acting director of Fengxian District.

Lian Zhenghua

Deputy director of Fengxian District

Lian Zhenghua is male Han Chinese born in April 1965 in Shanghai. He is a Communist Party member and started working in July 1984. Lian is a graduate student of the Party School of the CPC Central Committee and MBA of Senior Management Personnel and has professional title of senior economist. He is now deputy director of Fengxian District and a standing committee member of the CPC Fengxian Committee.

Lian has worked as the deputy Party secretary (in charge of overseeing Party committee work) and head of Jiwang Town, Minhang District, deputy Party secretary (in charge of administrative work), town head, Party secretary of Pujiang Town, director of General Office of Minhang District Committee, deputy director of Minhang District and deputy director of Baoshan District.

Responsibilities: overseeing the work of the district’s planning and resources bureau, ecology and environment bureau, construction management committee (transportation committee), water affairs bureau (maritime bureau), greening and city appearance bureau, housing management bureau, urban management law enforcement bureau, civil defense office and grid center. Lian liaises with Shanghai Fengxian Nanqiao New City Construction Development Co Ltd, Fengxian Traffic and Energy Group, Fengxian Power Supply Company, Fengxian Post and Telecommunications Agency, Zhelin Town and Fengpu Community.


Gu Yaoming

Deputy director of Fengxian District

Gu Yaoming, male, Han Chinese, was born in August 1967 in Shanghai. He has a Bachelor’s degree and a Master’s degree in public administration. Gu became a Communist Party member in January 1989 and started his career in July the same year.

Since graduating from East China University of Science and Technology in July 1989, Gu has worked in various posts such as assistant prosecutor at Xuhui District People’s Procuratorate, office clerk and section chief at the Xuhui District government, deputy office director of the district government, deputy Party secretary of the Hunan Sub-district and director of the sub-district’s office, deputy director of the United Front Work Department of the CPC Xuhui Committee, Party secretary of Lhaze County of Shigatse Prefecture in Tibet, and Party secretary of Hunan Sub-district before he was appointed vice director of Fengxian District.

Responsibilities: agriculture, collective assets management, poverty relief in rural areas, civil affairs, administration of social organizations, support for the military, judicial affairs, urban and administrative law enforcement, complaint and grievance office, public service hotline 12345.

Gu liaises with local courts, prosecutors’ office, civil defense office, 610 office, weather bureau, Anxin Agriculture Insurance Co Ltd, and Zhelin Town government.


Tang Lina

Deputy director of Fengxian District, Party secretary, director and chief inspector of the Shanghai Public Security Bureau Fengxian Branch, deputy secretary of the Political and Judicial Commission of the CPC Fengxian Committee

Tang Lina is a female Han Chinese born in November 1962 in Sheyang, Jiangsu Province. She is a Communist Party member and started working in September 1982. Tang has a college degree and is now deputy director of Fengxian District, Party secretary, director and chief inspector of the Shanghai Public Security Bureau Fengxian Branch, deputy secretary of the Political and Judicial Commission of the CPC Fengxian Committee.

Tang’s pervious jobs include deputy Party secretary, political commissar, disciplinary secretary and chief inspector of the Shanghai Public Security Bureau Fengxian Branch, Yangpu Branch and Metro Police Brigade.

Responsibilities: fire prevention, traffic safety, social stability, and population management. She liaises with the Political and Judicial Commission of the CPC Fengxian Committee, local bureaus of state security and state secrets, and Fengcheng Town government.


Mei Guangqing

Deputy director of Fengxian District

Mei Guangqing is a male Han Chinese born in May 1970 in Jining, Shandong Province. Mei is a Communist Party member and he started working in July 1999 after receiving a PhD in engineering. He is now deputy director of Fengxian District.

He has worked as the Party secretary and director of Huangpu District Information Technology Commission, Party secretary and chairman of Shanghai Yuyuan Garden Co Ltd, Party secretary, deputy director and director of Huangpu District State-owned Assets Supervision and Administration Commission, and deputy director and director of Huangpu District Funding Commission.

Responsibilities: state-owned assets supervision and administration, human resources, social security, health care, statistics, almanac compilation, and news media.

Mei liaises with the bureau for retired officials, federation of disabled people, district archives, district social security center, federation of trade unions, youth and women’s organizations, and Zhuanghang Town government.


Gu Yi

Deputy director of Fengxian District

Gu Yi is a male Han Chinese born in October 1971 in Shanghai. He is a Communist Party member and started working in July 1994. Gu graduated from a full -time university and is a master of public management. He has the professional title of national level-1 project manager. Gu is now the deputy director of Fengxian District.

Gu has worked as the general manager and Party secretary of Shanghai Fengxian Nanqiao New City Construction Development Co Ltd.

Responsibilities: overseeing Fengxian District’s economic and trade commission (commerce commission, grain material reserve bureau), science and technology commission (information commission), market supervision bureau (intellectual property office) and investment promotion office.

Gu liaises with the district’s science and technology association, federation of industry and commerce, tobacco monopoly administration, consumer protection committee, customs, municipal industrial comprehensive development zone company, Hangzhou Bay Development Company, the Oriental Beauty Valley Company, Lingang Fengxian company, economic development company and Situan Town.


Yuan Yuan

Deputy director of Fengxian District

Yuan Yuan is a female Han Chinese born in September 1965 in Suzhou, Jiangsu Province. Yuan is a member of China Association for Promoting Democracy and started working in July 1986. He is a one-the-job graduate and a doctor of laws. She has the professional title of senior middle school teacher and is now the deputy director of Fengxian District.

He has worked as the director of Zhabei District Environmental Protection Bureau, deputy chairman of Association for Promoting Democracy Zhabei District Committee, administrative director of joint working group of Zhabei District and Jing'an District Environmental Protection Bureaus, director of Jing'an District Environmental Protection Bureau, deputy chairman of Association for Promoting Democracy Jing’an District Committee, etc.

Responsibilities: overseeing Fengxian District’s education bureau, cultural tourism bureau, culture law enforcement brigade, health commission (TCM development office), sports bureau, medical insurance bureau, women and children's office, ethnic and religious affairs office, Taiwan affairs office, Red Cross society. Yuan liaises with overseas Chinese federation, Haiguo Culture Company, Haiwan Town and Haiwan Tourism Area.


Wang Jiandong

Deputy director

Wang Jiandong is a male Han Chinese born in November 1971 in Shanghai. Wang is a Communist Party member and started working in July 1993. Wang graduated from a full-time university and a master of public management. He has a professional title of agronomist. Wang is now the deputy director of Fengxian District.

He has worked as the secretary of Party leadership group and director of Fengxian Investment Management Service Center, director of Fengxian District Investment Promotion Office, deputy secretary of Party committee, town head and Party secretary of Jinhui town.

Responsibilities: overseeing the district’s justice bureau, the agricultural and rural committee, the veterans' bureau and the petition office. Wang liaises with the district’s people’s armed forces department, the meteorological bureau, Fengxian Investment Company (Baicun Company), Anxin Agricultural Insurance Company, Zhuanghang Town and Xidu Community.
