Hua Yuan  

Deputy Party secretary, deputy director and acting director of Fengxian District

Hua Yuan is a male Han Chinese born in May 1974 in Shanghai. He is a Communist Party member and started working in July 1996. Hua is a college graduate with a Master’s degree in public administration. He is now deputy Party secretary, deputy director and acting director of Fengxian District.

Hua has worked as the secretary of the Communist Youth League Yangpu Committee, deputy Party secretary of Yanjixincun Sub-district and director of Yanjixincun Sub-district Office, deputy Party secretary, Party secretary of Wujiaochang Sub-district and director of Wujiaochang Sub-district Office, deputy director, director of Party affairs of the Shanghai World Expo Coordination Bureau, deputy director of the Shanghai Civil Affairs Bureau, director of the Shanghai Administration of Social Organizations, deputy director of the 610 Office under the CPC Shanghai Committee, deputy director of Qingpu District and a standing committee member of the CPC Qingpu Committee.

Responsibilities: overseeing the day-to-day operation of the district government, particularly the district government office and the departments of personnel, finance, taxation, supervision, auditing, urban planning, and land resources. Hua liaises with Nanqiao Town government.


Chen Huawen

Deputy Director of Fengxian District

Male, Han Chinese, born in July 1968, is a native of Fengcheng, Jiangxi Province. He holds a Master's degree and a PhD in economics and a professional title of senior engineer. Chen joined the Communist Party of China in March 1988.

Chen began to work in July 1988 after graduating from Xi'an Institute of Geology and Mineral Resources, first as a prospecting technician at Shanghai Bureau of Geology and Mineral Resources, then as director of remote sensing, deputy dean, dean and Party secretary of Shanghai Geological Survey Technology Institute, deputy director and director of the survey and mapping department of Shanghai Bureau of Geology and Mineral Resources, deputy Party secretary and dean of Shanghai Geological Survey Institute, deputy director of Shanghai Housing and Land Resources Bureau, deputy director of Shanghai Urban Planning, Land and Resources Bureau. He is now a member of the Standing Committee of the CPC Fengxian Committee and deputy director of Fengxian District.

Responsibilities:urban-rural construction and management, key civic projects, transportation, environmental protection, urban greening and sanitation, housing, civil defense, water supply, flood prevention and earthquake rescue efforts.

Shared Responsibilities: urban planning and land supply.

Chen liaises with the power supply company, postal offices and telecommunication companies, Jinhui Town government and Fengpu Sub-district Office.


Chen Yongzhang

Deputy Director of Fengxian District

Chen Yongzhang, male, born in December 1963 in Shanghai, holds a college degree and was a senior teacher in elementary education. He joined the Communist Party of China in June 1985 and now serves as deputy director of Fengxian District.

Chen began to work in July 1983 and has held the jobs of a teacher, student instructor and headmaster of the Shuyuan Town Central Primary School in Nanhui County, assistant dean of the Shuyuan Town Party School, office director, deputy director and director of Shuyuan Town, deputy Party secretary and director of Xuanqiao Town of Nanhui County, deputy director of the Organization Department of the CPC Nanhui County Committee, director of Nanhui County Bureau of Personnel, Party secretary of Nanhui Investment Promotion Center, office director of Nanhui District Government, director of foreign affairs and director of legislative affairs of Nanhui District Government before he was appointed deputy director of Qingpu District. He is now a member of the CPC Fengxian Committee and deputy director of Fengxian District.

Responsibilities: overseeing developments of reform and development, energy resources, finance, policy research, office administration, and school of public administration.

Shared responsibilities: public administration and supervision, personnel management, fiscal work, taxation and auditing.

Chen liaises with local financial institutions, Fengxian School of Socialism, Haiwan Town government and Jinhai Community.


Tang Lina  

deputy director of Fengxian District, Party secretary, director and chief inspector of the Shanghai Public Security Bureau Fengxian Branch, deputy secretary of the Political and Judicial Commission of the CPC Fengxian Committee

Tang Lina is a female Han Chinese born in November 1962 in Sheyang, Jiangsu Province. She is a Communist Party member and started working in September 1982. Tang has a college degree and is now deputy director of Fengxian District, Party secretary, director and chief inspector of the Shanghai Public Security Bureau Fengxian Branch, deputy secretary of the Political and Judicial Commission of the CPC Fengxian Committee.

Tang’s pervious jobs include deputy Party secretary, political commissar, disciplinary secretary and chief inspector of the Shanghai Public Security Bureau Fengxian Branch, Yangpu Branch and Metro Police Brigade.

Responsibilities: fire prevention, traffic safety, social stability, and population management. She liaises with the Political and Judicial Commission of the CPC Fengxian Committee, local bureaus of state security and state secrets, and Fengcheng Town government.


Gu Yaoming  

Deputy director of Fengxian District

Gu Yaoming, male, Han Chinese, was born in August 1967 in Shanghai. He has a Bachelor’s degree and a Master’s degree in public administration. Gu became a Communist Party member in January 1989 and started his career in July the same year.

Since graduating from East China University of Science and Technology in July 1989, Gu has worked in various posts such as assistant prosecutor at Xuhui District People’s Procuratorate, office clerk and section chief at the Xuhui District government, deputy office director of the district government, deputy Party secretary of the Hunan Sub-district and director of the sub-district’s office, deputy director of the United Front Work Department of the CPC Xuhui Committee, Party secretary of Lhaze County of Shigatse Prefecture in Tibet, and Party secretary of Hunan Sub-district before he was appointed vice director of Fengxian District.

Responsibilities: agriculture, collective assets management, poverty relief in rural areas, civil affairs, administration of social organizations, support for the military, judicial affairs, urban and administrative law enforcement, complaint and grievance office, public service hotline 12345.

Gu liaises with local courts, prosecutors’ office, civil defense office, 610 office, weather bureau, Anxin Agriculture Insurance Co Ltd, and Zhelin Town government.


Ni Minjing  

Deputy director of Fengxian District

Ni Minjing, male, Han Chinese, born in September 1967, is a native of Jiashan, Zhejiang Province. He holds a Bachelor of Science degree and a senior teacher certificate. Ni became a member of the China Association for Promoting Democracy in January 1995.

Ni began his working career in July 1989 after graduating from Shanghai Fudan University. He has worked successively as a teacher of Shanghai Fuxing Middle School, teacher, director of teaching and research, principal assistant and associate principal of Shanghai Fuxing High School, vice chair of the China Association for Promoting Democracy Hongkou Committee, deputy director of Hongkou District Education Bureau, vice chairman of Hongkou District Science and Technology Association, and deputy director and director of elementary education department of the Shanghai Education Commission. He is now deputy director of Fengxian District.

Responsibilities: education, culture, broadcast, TV and film, health, family planning, medical cooperation, sports, protecting the rights of children and women, Red Cross Society, ethnic and religious affairs, Taiwan affairs, overseas Chinese affairs.

He also works closely with the Civilization Office and overseas Chinese federation.


Mei Guangqing

deputy director of Fengxian District

Mei Guangqing is a male Han Chinese born in May 1970 in Jining, Shandong Province. Mei is a Communist Party member and he started working in July 1999 after receiving a PhD in engineering. He is now deputy director of Fengxian District.

He has worked as the Party secretary and director of Huangpu District Information Technology Commission, Party secretary and chairman of Shanghai Yuyuan Garden Co Ltd, Party secretary, deputy director and director of Huangpu District State-owned Assets Supervision and Administration Commission, and deputy director and director of Huangpu District Funding Commission.

Responsibilities: state-owned assets supervision and administration, human resources, social security, health care, statistics, almanac compilation, and news media.

Mei liaises with the bureau for retired officials, federation of disabled people, district archives, district social security center, federation of trade unions, youth and women’s organizations, and Zhuanghang Town government.

 


Yao Weihua

deputy director of Fengxian District

Yao Weihua is a male Han Chinese born in August 1969 in Shanghai. He is a Communist Party member and he started working in August 1991 after receiving a Bachelor’s degree in economics. He was also a graduate student of the Central Party School in Beijing. Yao is now deputy director of Fengxian District.

Yao’s previous jobs include the secretary of the Communist Youth League Songjiang Committee, deputy Party secretary and deputy director of Songjiang New Town Administration, deputy general manager of Songjiang New Town Development Company, deputy Party secretary and director of Yongfeng Sub-district Office, Party secretary of Songjiang High-tech Park, Party secretary and people’s congress chairman of Xiaokunshan Town, Party secretary and director of Songjiang Bureau of Workplace Safety, office director of the CPC Songjiang Committee and director of the Confidential Bureau.

Responsibilities: industry and commerce, foreign investment, foreign trade, science and technology, protection of intellectual properties, market supervision, workplace safety, business promotion, and industrial parks.

Yao liaises with the district science and technology association, industrial and commercial federation, tobacco monopoly bureau, consumer protection commission, customs, quarantine and inspection administration, Situan Town government and Haigang Development Zone administration.
